This position is a part of the Oklahoma City Area Office of Environmental Health and Engineering (OEH&E;), Division of Sanitation Facilities Construction (DSFC) and receives daily supervision from the Supervisory Field Engineer. Administrative direction is ultimately under the Oklahoma City Area Office OEH&E.; The primary workload pertains to construction related to water and sewer facilities serving individual Indian homes under Public Law 86-121 sanitation facilities construction projects.
The selected applicant will be subject to a pre-employment background investigation, which will include a fingerprint check. If applicable-Selective Service registration (Males born after 12/31/59) U.S. Citizenship is required This is a Public Trust position; credit check is required.
Participates in sanitation facilities construction, performing inspections and obtaining information on environmental factors.
Initiates and prepares official project documents including Project Summaries, Memoranda of Agreement, Transfer Agreements, Final Reports, etc.
Reviews and evaluates construction drawings and specifications for sanitation facilities.
Prepares official contract documents as well as reviews contracting procedures.
Responsible for water and wastewater small systems design.

BASIC REQUIREMENT(S):
A). Degree: professional engineering . To be acceptable, the curriculum must:
1. Be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or 2. Include differential and integral calculus and courses (more advanced than first year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B). Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their application to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration: Current registration as professional engineer by any State, the District of Columbia, Guam, or Puerto Rico.
2. Written Test: Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Puerto Rico, and Guam.
3. Specified academic courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirement. The courses must be fully acceptable toward meeting the requirement of a professional engineering curriculum as described in basic requirements.
4. Related curriculum: Successful completion of a curriculum leading to a bachelor''s degree in engineering technology or in a appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least one (1) year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intense training to develop professional engineering competence, or several years of professional engineering-type experience.
In addition, to the Basic Requirements, you must also meet the Minimum Qualifications stated below.

Qualifications:
_GS-07:_ Your resume must demonstrate at least 1 year of specialized experience at or equivalent to the GS-5 grade level in Federal service obtained in either the private or public sector. This type of experience includes demonstrated professional knowledge of engineering; professional ability to apply such knowledge to engineering problems; positive and continuing development of professional knowledge and ability; demonstrated knowledge of concepts in construction of sanitation facilities (i.e., water supply/treatment and waste disposal facilities); preparing official project documents; and evaluating construction drawings and specifications.
_OR_ Achieved one year of graduate-level education; or Superior Academic Achievement at the baccalaureate level in a professional engineering curriculum; or successful completion of a 5-year program of study of at least 160 semester hours leading to a bachelor''s degree in engineering is also qualifying. (Must submit transcripts.)
_OR_ Have a combination of specialized experience and graduate level education. The total percentage must equal at least 100 percent to qualify. (Must submit transcripts and resume that demonstrates experience.)
_GS-09:_ Your resume must demonstrate at least 1 year of specialized experience at or equivalent to the GS-7 grade level in Federal service obtained in either the private or public sector. This type of experience includes demonstrated professional knowledge of engineering; professional ability to apply such knowledge to engineering problems; positive and continuing development of professional knowledge and ability; experience in construction/treatment of water and waste facilities; demonstrated knowledge of design principles and procedures related to sanitation facilities including hydrology, hydraulics, and soil mechanics; preparing official project documents, and official contract documents; reviewing contract procedures; and evaluating construction drawings and specifications.
_OR_ Achieved two years of progressively higher level graduate education leading to a master''s degree or master''s or equivalent graduate degree. (Must submit transcripts.)

Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
